British International Investment (BII), formerly CDC Group, is the UK’s development finance institution. BII invests in healthcare, infrastructure, financial services, and renewable energy to promote inclusive prosperity and resilient economies across Africa, Asia, and the Caribbean.

My Role & Task
I am currently engaged as Market/Systems Change Lead on an ongoing evaluation of BII’s health-tech investments in India. The study focuses on understanding how BII and its investees are driving systemic transformation in healthcare access and resilience.

  • Theory of Change Development: Designing ToCs for both HealthQuad (a BII investee) and its wider portfolio of health-tech companies.

  • Rubric Creation: Developing rubrics to assess product-level and capital market-level changes, enabling structured evaluation of systemic outcomes.

  • Market-Level Analysis: Collaborating with the study lead to design tools, conduct interviews, and collect data to assess how health-tech investments contribute to sectoral shifts.

  • Methodological Inputs: Supporting the inception phase through data matrix design, methodological recommendations, and portfolio-level analysis.

Impact (Ongoing)
The evaluation is in progress, with findings expected to guide BII in assessing the catalytic role of its health-tech investments. Anticipated outcomes include:

  • A clearer understanding of how BII’s investments foster innovation and strengthen health system resilience.

  • Evidence-based insights to inform BII’s broader market-building strategies in emerging economies.

  • Practical evaluation tools (ToCs, rubrics, and frameworks) that can be adapted for future sectoral assessments.
